Send confidential evidence
How treatment centres send evidence that cannot be published. We verify it, hold it in a sealed evidence room and publish only that it exists. It can raise the extended score, never the rank.
Some of the strongest evidence about a treatment centre cannot be published: a staff roster, a sample treatment plan, the terms clients sign. You can send it to us. We verify it, keep it sealed, and publish only that it exists.
What happens to what you send
- You send it through your representative account. Only a verified representative of the centre can submit (see "Who can submit" below).
- It enters the sealed evidence room exactly as received. On arrival we compute a SHA-256 fingerprint of the file. The file is never edited afterwards; a corrected version is a new item with its own fingerprint.
- We verify it. We check the document against its issuer or an official record. Where no such check exists, we confirm that it is authentic and that it came from an authorised representative through our standard questionnaire. Until it is verified, it counts for nothing.
- Once verified, it can raise your extended score for the criterion it supports. It never changes your public score or your rank.
- We publish a short record, never the content. See "What becomes public" below.
What you can send
These are the document types the standard accepts from centres. Each counts only for the criteria the standard allows.
| Document | Examples of what it can support |
|---|---|
| Licence or accreditation certificate | Licensing and governance |
| Anonymised staff roster with registration numbers | Medical cover, clinical seniority |
| Redacted sample treatment plan | Diagnostic depth, clinical intensity |
| Anonymised sample weekly schedule | One-to-one clinical time, intensity |
| Standard client terms | Transparency: payment, deposit, refund, early departure |
| Written admissions or referral-fee policy | Admission integrity |
| Inspection report | Track record and regulator standing |
| Signed time-share statement for a clinician | Clinical seniority (time spent at your site) |
You can also answer our standard evidence questionnaire. An answer without a supporting document counts with low weight, never corroborates anything, and cannot on its own prove a licence, a transparency element or a clinician's credentials.
Authority rulings where no public register exists
In some jurisdictions the health authority grants an operating licence by a signed ruling and publishes no searchable list of licence holders. If that applies to you, send us the ruling. It is the one kind of sealed item that can count toward the public score, for the licensing element only, and only when all of these hold:
- the authority publishes no searchable register of the licences it grants;
- operating without the licence is unlawful;
- the ruling is issued to the operator we assess;
- its licence category covers the service you provide.
We examine the signed original and confirm the issuer, the addressee and the category before it counts.
Before you send: remove personal data
Documents must be free of client, employee and supplier identifiers. Redact names, dates of birth, case numbers and anything else that could identify a person. A document that still carries them is returned to you for redaction and does not count until it comes back clean. Registration numbers of clinicians on a staff roster are the exception: we need them to check the register.
What becomes public
For every sealed item we publish a record with:
- the centre and the criterion it counts for;
- the document type;
- the date we received it;
- whether it can affect the public score (authority rulings only) or the extended score;
- its SHA-256 fingerprint;
- whether anyone outside Leading Rehabs has inspected it.
We never publish the content, excerpts, quotes, file names, reference numbers, signatories or page images. The fingerprint lets anyone confirm later that the file we hold is the file we scored.
Who can see the content
The content stays in the sealed evidence room. Two kinds of inspector may view it, after signing a confidentiality undertaking:
- a state or regulatory authority acting within its remit;
- a journalist on assignment from an established publication with no commercial tie to us, to any assessed centre or to its owners.
Inspectors view the item in person or by supervised remote viewing. They receive no copy. They may confirm publicly only two things: that the fingerprint matches, and whether the item supports the finding we stated. We tell you before an inspection of material you supplied. You cannot block an inspection by an eligible inspector; this is what makes the sealed record credible to everyone else.
If an inspection does not confirm an item, it stops counting and the criterion is scored again.
How long it counts
Confidential documents start to age after 180 days and stop counting after 365 days, or earlier if the document's own validity ends (an expired certificate, for example). Send an updated version to keep it current.
Withdrawing material
You may withdraw anything you supplied. It stops counting from the next ranking. The published record stays, marked as withdrawn, so the history remains complete.
Who can submit
Submissions come only from a verified representative of the centre:
- Request representative access at providers@leading-rehabs.com from an address on your centre's own domain.
- We confirm that you represent the centre, then enable your account.
- Sign in and submit through the secure form. Every submission is logged.
Developers can use the API instead: POST /api/v1/clinic/evidence with the scope clinic.evidence:write. See auth.md.
Please do not
- Send documents that are forged, altered or misdated. This leads to exclusion of the evidence, a public integrity note and possibly removal from the ranking.
- Present advisers, board members or occasional consultants as treating staff.
- Add claims just before a ranking and remove them afterwards.
- Offer anything in return for a result.
Every centre receives the same evidence request and the same verification process. Sending material earlier or in larger volume gives no advantage.
