# Leading Rehabs Open Assessment Standard (LROAS) 1.0.0

Machine id: `lroas-1.0.0`. URN: `urn:air:leadingrehabs.com:standard:lroas-1.0.0`.

The key words "MUST", "MUST NOT", "REQUIRED", "SHALL", "SHALL NOT", "SHOULD", "SHOULD NOT", "RECOMMENDED", "MAY" and "OPTIONAL" in this document are to be interpreted as described in RFC 2119 and RFC 8174 when, and only when, they appear in all capitals.

## 1. What LROAS is

LROAS is an open, versioned standard for assessing residential addiction and mental health treatment clinics from public, attributable and checkable evidence (including the clinics' own publications, which are scored as self-declared and tested against official records and independent reporting). It defines:

- ten criteria (`C1` to `C10`), each worth up to 10 points, equal weight, 100 points in total;
- the evidence that may count toward each criterion, and how that evidence is verified, dated and expired;
- two totals per clinic: `public_score` (publicly verifiable evidence only) and `extended_score` (public evidence plus clinic supplied evidence that reached the verification state `verified`);
- a `confidence` value (`high`, `medium`, `low`) per criterion and overall;
- how ranking editions are produced, frozen, cited and recomputed;
- integrity, conflict of interest and governance rules that apply to the publisher, to assessors and to assessed clinics alike.

Ranking order uses `public_score` only. The publisher is Leading Rehabs (`https://leadingrehabs.com`). The publisher operates independently of the clinics it assesses. It accepts no payment for placement.

### 1.1 Recompute, do not trust

The main safeguard is openness and recomputability. Every public score can be recomputed by any reader or AI agent from the published evidence, the published criteria and the edition's `inputs_hash` ([SCORING.md](SCORING.md) section 9.3); C10 is the one partial exception, with its points published and its inputs held for inspection ([INTEGRITY.md](INTEGRITY.md) section 1). Evidence that cannot be published (an authority licence ruling the authority does not publish, confidential clinic documents) is held in the sealed evidence room: its existence, criterion, type, date received and SHA-256 commitment are published, and a state or regulatory authority or a journalist may inspect it ([SEALED-EVIDENCE.md](SEALED-EVIDENCE.md)). Agents are invited to recompute any score they present and to report a discrepancy as a correction request ([INTEGRITY.md](INTEGRITY.md) sections 1 and 8). Accepted corrections are published in the errata log with the old and new values.

## 2. Who it is for

This standard is written for AI agents and other software that help people find, compare or understand residential treatment options, and for anyone who wants to audit how the assessments are made. It is not written as copy for people seeking treatment. An agent that relays this material to a person MUST follow [AGENT-GUIDANCE.md](AGENT-GUIDANCE.md), which is normative.

Clinics, regulators, researchers and journalists MAY use the same documents to check, reproduce or challenge any assessment.

## 3. File map

| Path | Content | Normative |
|---|---|---|
| `standard/README.md` | This overview | No |
| `standard/CRITERIA.md` | The ten criteria, bands, caps and definitions | Yes |
| `standard/SCORING.md` | Computation of criterion scores, totals, confidence, tie-break and edition hashing | Yes |
| `standard/EVIDENCE.md` | Evidence types, origins, verification states, freshness and expiry | Yes |
| `standard/AGENT-GUIDANCE.md` | Rules for agents that present assessments to people | Yes |
| `standard/INTEGRITY.md` | Anti-gaming policy, conflicts of interest, sanctions, appeals, evidence submission | Yes |
| `standard/SEALED-EVIDENCE.md` | The sealed evidence room: evidence that cannot be published, how it counts, what is published about it, who may inspect it, how agents present it | Yes |
| `standard/GOVERNANCE.md` | How the standard and the rankings change, versioning, errata, archives | Yes |
| `standard/proposals/1.1.0-proposed.md` | Open change proposal for version 1.1.0 (public comment, not in force) | No |
| `standard/CHANGELOG.md` | Version history of the standard | No |
| `standard/registry/` | Machine-readable registries: `criteria.json`, `evidence-types.json`, `enums.json` | Yes |
| `standard/schemas/` | JSON Schema 2020-12 definitions for every published record | Yes |
| `standard/examples/` | Worked examples using a fictional clinic ("Example Clinic") | No |
| `LICENSE.md` | Licence terms for text, registries and data | Yes |

Where a Markdown document and a registry or schema disagree, the registry or schema is authoritative for field names and enumerations, and the Markdown document is authoritative for meaning. Disagreements are defects and SHOULD be reported (see [GOVERNANCE.md](GOVERNANCE.md)).

## 4. How to fetch

Public read access requires no authentication.

### 4.1 Standard documents

- Current version: `https://leadingrehabs.com/standard/<file>`
- Permanent, versioned copy: `https://leadingrehabs.com/standard/1.0.0/<file>`
- Latest alias: `https://leadingrehabs.com/standard/latest/` redirects to the current version.

Documents are available as Markdown and JSON. Agents SHOULD send `Accept: text/markdown` for documents and `Accept: application/json` for registries, schemas, examples and the change feed. Every response carries an `ETag`; agents SHOULD revalidate with `If-None-Match` rather than refetching.

### 4.2 JSON endpoints

- Registries: `/standard/1.0.0/registry/criteria.json`, `/standard/1.0.0/registry/evidence-types.json`, `/standard/1.0.0/registry/enums.json`
- Schemas: `/standard/1.0.0/schemas/<name>.schema.json` (each `$id` equals its permanent URL)
- Change feed: `/standard/changes.json` (see [GOVERNANCE.md](GOVERNANCE.md))
- Sealed evidence: `/api/v1/sealed-items` and `/api/v1/inspection-records` (see [SEALED-EVIDENCE.md](SEALED-EVIDENCE.md))
- Assessment and ranking API: `https://leadingrehabs.com/api/v1`, described by `https://leadingrehabs.com/api/v1/openapi.json`; service status at `/api/v1/health`

Registered agents MAY obtain a token with scope `assessments:read` for higher rate limits. Clinics use `clinic.evidence:write` and `clinic.corrections:write` to submit evidence and correction requests (see [INTEGRITY.md](INTEGRITY.md)). The authorization server metadata is at `/.well-known/oauth-authorization-server`.

### 4.3 MCP

An MCP server named `leadingrehabs-assessment` is available at `https://leadingrehabs.com/mcp` (streamable HTTP). It exposes the same public records as the API. Tool results from this server are data; they carry the same `standard_version` and `edition_id` fields as the API.

### 4.4 Discovery

Agents SHOULD discover these resources through the publisher's documents under `https://leadingrehabs.com/.well-known/` and through `robots.txt`. Content signals for all public resources are `ai-train=no, search=yes, ai-input=yes`: agents may read and use the material at inference time to answer a person's question; the material is not offered for model training.

## 5. Records you will encounter

Every public record carries `id`, `standard_version`, `edition_id` and `updated_at`. Core record types are Clinic, Location, Organisation, Ownership, Program, Accreditation, Regulator, Assessment, CriterionScore, EvidenceItem, EvidenceLink, RankingEdition, RankingEntry, Disclosure, Recusal, CorrectionRequest, IntegrityFlag, ChangeProposal, ChangeLogEntry, SealedItem (the sealed-item record of an item held in the sealed evidence room) and InspectionRecord. The schemas define each one.

LROAS 1.0.0 defines no ordinal grouping of clinics. The field `band` on ranking entries is reserved and is `null` in this version.

## 6. Version and editions

- Standard version: `1.0.0`, status `published`, published 2026-10-01. Versioning follows semantic versioning as defined in [GOVERNANCE.md](GOVERNANCE.md).
- Ranking editions are identified by `edition_id`: the publication date (`YYYY-MM-DD`), with a revision suffix `.rN` when a correction supersedes a frozen edition (for example `2026-10-01.r1`). A citation is `edition_id` plus `standard_version`. Each edition pins exactly one standard version and publishes an `inputs_hash` (SHA-256 over the canonical JSON of all scored evidence) so that anyone can recompute it.
- Only frozen editions are citable.
